Notice of Public Hearing: Ground Mounted Solar Energy Systems Moratorium

An ordinance to extend the six-month moratorium for establishing or expanding ground mounted solar energy systems in Rowan County’s planning jurisdiction.

At the date, time and place indicated above, the Rowan County Board of Commissioners will conduct a public hearing to receive comments regarding its intent to extend the six (6) month moratorium ordinance for establishing or expanding ground mounted solar energy systems (photovoltaic arrays) located in Rowan County’s planning jurisdiction. The current six (6) month moratorium is set to expire on April 7, 2020 and the Commission’s intent is to extend the deadline by at least another four (4) months.  

Additional information regarding the proposed moratorium may be obtained by contacting the Rowan County Planning Department, located at 402 N. Main Street, Salisbury, NC. Phone: (704) 216-8588.  Copies of the moratorium ordinance may be obtained at the Rowan County Board of Commissioners’ agenda link: https://rowancountync.novusagenda.com/agendapublic/ after 2:00 pm on Wednesday, April 1, 2020.  Be advised that significant changes to the public hearing version of the moratorium ordinance may occur as a result of public comment or action taken by the Commission.

Given the COVID-19 pandemic, please be advised that Rowan County prefers public comment(s) be submitted via email to: solar.moratorium@rowancountync.gov in lieu of your attendance.  To ensure your comments are entered into the record and afforded due consideration, please email them by noon on April 6, 2020.  

Should you opt to attend the meeting, Rowan County cannot guarantee your attendance within the meeting room as public health rules and guidance related to public gatherings continue to change hourly.  Rowan County is committed to the safety of its citizens, employees and elected officials and wants to reiterate that comments submitted electronically will be considered.
